Howard McNulty became General Secretary of Institute of Pharmacy Management in 2004 and has been Professor at the University of Strathclyde Institute of Pharmacy & Biomedical Sciences in 1997.  He was the first Head of Pharmacy in the Scottish Prison Service from 2001-2 establishing a clinical and dispensing pharmacy contract for all 18 prisons.

On leaving the post of Chief Administrative Pharmaceutical Officer at the then Greater Glasgow Health Board in 1997 he undertook consultancy work with industry, the civil service, local authorities and in the NHS in Scotland.  Appointed to his post in Glasgow in 1989 he worked initially as Board adviser, planner and manager of hospital pharmacy services then became superintendent pharmacist for the Boards 20 pharmacies.

As the NHS changed he moved into primary care pharmacy development establishing prescribing support, methadone supervised administration and public health services in community pharmacies before moving into pharmaceutical public health developing pharmacy services including emergency contraception. He was previously involved in Drug Infromation and education & training in Bristol being founder chair of what is now the UKMi service.

Professionally he was Branch chair of two branches, a founder member of the Scottish Pharmacy Board of RPSGB and a member of Transcom helping develop the Prospectus for the new professional body.
