Lem leads research and analysis at the NPA to inform policy, influence decision-making and strengthen the evidence base for the future development of community pharmacy services. Her experience combines public health, health services research and policy analysis, with a focus on generating evidence to improve access to care, address health inequalities, and enhance service design and delivery. She has led research and consultancy projects, including a national evaluation of maternity resources for Public Health Wales, and international research within Horizon Europe-funded programmes on health system resilience, continuity of care and responsible digital innovation in healthcare. Lem holds a PhD in Public Health, an MSc in Public Health Nutrition and a first class BSc (Hons) in Biomedical Science.
